President of the Senate, was born in Upshur county on the 5th day of January, 1888. After receiving his preparatory education in the public schools, he attended the West Virginia Conference Seminary (now Wesleyan College), at Buckhannon, and graduated from that institution in 1903. Entering the State University, at Morgantown, some time afterward, he took its classical and law courses, graduating in 1908 with the degrees of A. B. and LL. B. Locating in the city of Buckhannon he soon built up a substantial law practice. In 1916 he was nominated on the Republican ticket for the State Senate in the Thirteenth Senatorial District and at the general election in November of that year received a majority of 593 over his Democratic opponent. Entering the Senate at the regular session of 1917 he was made chairman—on the part of the Senate—of the Joint Committee on Enrolled Bills, and also selected to serve on the Judiciary and other major committees. At the 1919 session—in recognition of previous services and of his familiarity with the business of the State and its many institutions—he was appointed chairman of the committee on Finance. The filling of this important position brought with it many responsibilities, and involved an immense amount of labor, and Chairman Arnold was frequently and highly complimented on his performance of the duties assigned to him. In the primary election of 1920 he was again chosen by the Republicans of his district as their candidate for the Senate and was re-elected in November following, receiving a majority of 3,286 votes. At the Republican caucus held the evening immediately prior to the organization of the Legislature in 1921, Senator Arnold was nominated by acclamation for President of the Senate, and the following day was elected in open Senate by a strict party vote.
