W. FLEMING --- Served as Fairmont Mayor and Helped Develop Monongahela Area --- FAIRMONT, July 5 (AP)--Thomas Walter Fleming, 90, died at his home. Believed to be the oldest native resident of the city, he was prominent in the industrial development of the upper Monongahela valley. He served two terms as mayor of Fairmont. Born in Fairmont on December 16, 1846, the son of Allison and Martha Louchery Fleming, he received his education in the Fairmont schools and later became a clerk in a retail store to acquaint himself with merchandizing so that he might fulfill his ambition to become a merchant. Ten years later he became a member of the merchandizing firm of Ridgely and Fleming which in 1876 was changed to T. W. Fleming and Brothers. In 1890 he retired from the merchandizing field and devoted his attention to real estate, and oil and coal properties principally in the Monongahela valley. He was also interested in banking and aided in the organization of the Farmers bank which later became the Peoples Trust company. He was one of the promoters of the Fairmont Development and the Fairmont Investment and Construction company. His Political career included two terms of office as mayor of Fairmont and 12 years service as chairman of the Republican executive committee of Marion county. He was offered the consularship to Venice, Italy during President Benjamin Harrison’s administration but declined because of numerous business interests. During his first term of mayor which began in 1891, Fairmont’s city water works was erected and during his second terms he was instrumental in paving Fairmont's streets and widening sidewalks. He also served as a representative of Marion county in the state legislature. In 1877, Fleming was married to Annie E. Sweeney, daughter of Colonel Thomas Sweeney, of Wheeling. There were three children, one of whom died when a child. The others were A. Sweeney Fleming, and Jean McFarran Fleming, who married George Mellus Wilshire.
