The extension of the east breakwater shoreward 800 --------------------------------------------------------- Page 36 feet and reinforcing of the lake side of the east break- water, and dredging the outer harbor were completed in 1911, and the east and west portions of the new break- water were built up to or above the water line during 1912, except immediately adjacent to the pierhead site, the foundation for which was also completed in 1912. The east and west portion of the new west break- water, 1,000 feet in length, was completed during the past season except for a short section adjacent to the pier- head site. A contract was entered into for building a part of the shore arm of the west breakwater, the total projected length of which is 3,700 feet. Work under this contract was commenced. A contract for the con- struction of the west pierhead was also made and this work will be started early next season. Dredging necessary to the maintenance of the chan- nel was done by U. S. dredge Burton. Ashtabula Harbor The 1910 project for the improvement of Ashtabula Harbor provided for enlarging the outer harbor as fol- lows: Extending the west breakwater shoreward about 1,500 feet and lakeward about 1,700 feet to a pierhead mark- ing the westerly side of the new 600 foot entrance; constructing the easterly pier-head; constructing new east breakwater extending from this pierhead about 1,800 feet in an easterly direction, then deflecting towards shore a distance of about 2,700 feet; removing the outer 600 feet of the present east breakwater. Excellent progress was made on the construction of outer breakwaters during 1913. At the close of the season the status of this work was as follows: Lakeward extension west breakwater, projected length 1,700 feet, 1,500 feet completed; shoreward exten- sion, projected length 1,500 feet, completed; east and west portion of new east breakwater, projected length 1,800 feet, 1,600 feet completed; shore arm new east breakwater, projected length 2,700 feet, 2,200 feet com- pleted, and 500 feet built up to the water line; founda- -------------------------------------------------------- Page 37 tions for both east and west pierheads completed and contract in force for construction of the cribs and superstructure; removal of outer 600 feet of old east breakwater completed. The U.S. dredge Burton was engaged for a short period on deepening shoal spots which had formed in the outer basin. Fairport Harbor The latest approved project for improvement of Fair- port Harbor provided for construction of two break- waters starting from the entrance pierheads, placed 600 feet apart and diverging toward the shore; for the repairs and maintenance of the piers; and for dredging of the sheltered area and channel to a depth of 20 feet. The 1,000 foot extension of the west breakwater and the pierhead at the northerly end of same were com- pleted in 1910. The pierhead marking the outer end of the east break- water was completed, and the breakwater throughout its length of 1,300 feet was completed up to or above the water line, some sections having been completed during 1912. During the past year the east breakwater was com- pleted, and all of the works contemplated by the project have been built. That their effect upon the harbor has been beneficial is evidenced by the fact that for two seasons past no dredging has been necessary, whereas formerly the channel at the outer ends of the piers shoaled at frequent intervals. Cleveland Harbor The latest approved project provided for the con- struction of outer breakwaters; for closing the gap in the east breakwater, and removing the inclined arm of the old east breakwater near the foot of East 9th Street; for completing the river widening above the L.S. & M. S. Ry. Company's bridge; for dredging the entrance har- ---------------------------------------------------------- Page 38 bor channel to a depth of 25 feet; and for constructing a wharf at the foot of East 9th Street. The section of breakwater closing the "gap" between the old and new portions of the east breakwater near the foot of East 9th Street has been completed. The removal of the old shore arm in this vicinity has been in progress during the past season, and has so far advanced that it can be completed early next year. The work of extending the breakwater eastward has been prosecuted. At the close of the season, 12,000 feet had been completed, 4,100 feet additional had been built up to or above the water line, and a portion of the sub- structure had been extended for a further distance of about 500 feet. The question of title to land required for the widen- ing of the river above the L.S. & M.S. Ry. Company's bridge has not been settled by the City of Cleveland to the satisfaction of the War Department, and no work has been done toward the widening of the river at this point. The U.S. dredge Burton was engaged for a consid- erable portion of the season in deepening the entrance channel and anchorage basins. On account of limited funds available this work was largely confined to improv- ing the approaches to the lake front docks. Severe fall storms damaged the old timber portion of the east breakwater and temporary repairs were made. Lorain Harbor The project for the improvement of this harbor, ap- proved in 1910, contemplated the extension of the east breakwater 800 feet, and the west breakwater 1,500 feet towards shore. Work upon these extensions has been in progress during the past season. The extensions have been built up to the water line or above throughout their entire lengths, 200 feet of the former and 400 feet of the latter having been completed. The U.S. dredge Burton was employed at this har- ----------------------------------------------------------- Page 39 bor for a short period to restore the channel, which had shoaled slightly between the jetties. Vermilion Harbor The high water of March, 1913, having effected a partial breach from the river to the lake through the west pier near it juncture with the shore line, a length of 200 feet of the pier was repaired during the season by the addition of a stone superstructure. Huron Harbor The high water of March, 1913, having widened and deepened a breach from the river to the lake, which had been forming at the inner end of the west pier for some time, the work of closing this breach by extending the pier shoreward about 120 feet was undertaken. To prevent recurrence of the breach a short spur of riprap was designed to deflect the seas and reduce the shore erosion in this vicinity. At the close of the season work on the pier and shore protection was in progress and well advanced. Sandusky Harbor The extension of the east jetty from Cedar Point about 5,000 feet into the lake as provided for in the latest approved project for improvement of Sandusky Harbor was practically completed during the past year. U.S. dredge Maumee was engaged for the greater portion of the season in deepening the westerly end of the dock channel. Toledo Harbor Under the latest approved project for the improve- ment of Toledo Harbor a depth of 23 feet below mean lake level is to be provided from deep water in the lake through Maumee Bay and Maumee River up to Fassett --------------------------------------------------------- Page 40 Street Bridge. Work has been prosecuted on this im- provement with but little interruption during the year and at the close of the season the 23 foot channel has been extended from deep water in the lake to a point about 8,000 feet inside of the Maumee Bay range lights. The U.S. dredges Burton and Maumee were engaged in maintenance work during a portion of the season. ===========================================================================
